Shadwell Parish Council: PC Nottingham attended the meeting and gave the crime report, there had been one crime in Shadwell during September when someone had thrown a brick at a bus and broken the window. Website - it was decided to continue using the generic email, @shadwellpc.org, for all the councillors. Scout hut - following a brief discussion it was agreed to install a CCTV on the Scout hut to help protect the Parish Council shed. There has been a request for a grant towards the cost of a new roof for the Scout Hut; however there is no budget for such expenditure this year but it will be considered at the budget meeting for 2013/2014. The clerk was given permission to spend up to £150 on the purchase of a loop system in the Recreational Centre, for the hard of hearing. Grants - the cricket club were awarded a £200 grant towards the purchase of fireworks for the village firework display. Wetherby and District Crime Prevention Panel are to be given a grant of £100. Planning - there were three objections to the planning application for the new windows at the village hall. Highways - the chairman had requested that Street Cleansing send the small machine down the ginnels to remove the moss. The ginnel paths would then be gritted. Allotments - the clerk read out a letter from an allotment holder requesting the sycamore tree be cut back. It was agreed to stay with the tree surgeon’s recommendation on the sycamore tree. A contractor had been hired to clear the field behind the allotments of brambles and nettles. Trees - the Free Woodland Trust Tree Pack will be delivered during November. Neighbourhood Planning - there had been an extraordinary meeting of the PC in October following which the Steering Group amended the recommendation to the LCC for mixed housing and open space. Another list of SCHLAA sites is due imminently. A survey of this is being written in part by one of the councillors, this is due next month and will be available for the views of the residents. Local History – War Memorial - a funding request has been submitted for work on the War Memorial the result of this should be known within four weeks. Shadwell Library Committee - it was reported that the lease should be received by the end of the month. The committee was struggling with raising funds. The decision on a grant from Green Leeds for £31,000 should be known soon. As well as the sessions now being held on Thursdays from 3–5pm, there is now a library session on Fridays from 2-4pm with another to be introduced in December. It was noted that the heating for the library was desperately needed. Items for next agenda - the Fire Brigade Union had requested that a representative attend the next meeting to give a presentation, the clerk was instructed to ask them to give a 10 minute presentation to include a questions and answers session.
